The public holds dear the concept of a mandate for major acts of public policy. It has every right to do so.

 It’s the reason we have elections – politicians promise to do things, or not to do things, and we accept or reject them accordingly. It’s why John Howard was rightly ridiculed for introducing the concept of the “non-core” promise in his first term on other policy undertakings he had given. It’s the shortest explanation for the strife Julia Gillard finds herself in, presiding over a minority government, in partnership with people whose support for Labor came with the suicidal insistence that she shred the undertaking she gave ahead of the 2010 poll about putting a price on carbon.
